Why is Skype for Windows 8.13.0.3 not able to start?

If you installed Skype for Windows 8.13.0.3 as shown in the previous tutorial, you may have trouble to start it.

1. Search "Skype" application and start it. You see a blank dark blue window.

2. Run "C:\Program Files (x86)\Microsoft\Skype for Desktop\Skype.exe" in a command window. You see the same a blank dark blue window.

3. Uninstall Skype and reinstall it. Run Skype again. You see the same a blank dark blue window.

4. So Skype for Windows 8.13.0.3 has bug and not working. You need to download and install an older version.
